Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are waged: positive announcements are issued from different nations. Significant resources is expended on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a ability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, probably delivered by Western nations. Every launch shakes the surroundings, causing tremors. The brief panic quickly transforms into grim resignation: possibly the approaching threat won't strike its target this time, protecting urban areas from ruin and further power outages.
Ongoing Risks
Not long after, a large-caliber weapon engaged a unmanned aircraft close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on external assistance – a dependence that European nations are clearly incapable to fill in the near term.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new approach from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, undoubtedly, endure.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington functions according to a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is unfeasible to compel Moscow to relinquish the territory that it currently occupies in Ukraine's south or east.
The problem is that while recognising this factual reality, US leadership does little to discourage Russia, through diplomacy or military means, from assuming that the current condition will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but preventing a entire defensive failure until circumstances change in its benefit.
Present Conditions
Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
